Certification isn't the only answer (and perhaps a problem with this
discussion is that we jumped to a solution without identifying what
problem we're trying to solve). But this problem exists and we can design
solutions for it.

If there's no excuse, what are you doing to keep that from happening?

The solution I'm designing is a school that will offer classes to managers
so they can learn what they need to know, without having to earn another
degree or become an expert in another field.

The IA Institute has been publishing ways to educatate managers (e.g.
http://iainstitute.org/documents/learn/What_is_IA.pdf). I see efforts like
this as ultimately helping ourselves and/by helping others.
