If its the top 2 inches of the screen, theres probably branding
and what-not as well as navigation so I think you'll need 2 terms
to be able to speak about the nav piece and about the 2 inches as a whole.
This issue came up on my last project - to use your term, people
were saying things like "Make the 'toolbar' blue" and others couldnt tell
if they meant the nav piece or the whole 2 inches.
I used "Masthead" for the top 2 inches, and "Navigation Row" for just the nav piece.
You could insert "toolbar" instead of Navigation Row for this proj
