I've had this argument with our developers more times than I care to
recall. I've run Omniture reports going back three years on all of our
clients. It's always the same: 100% Javascript enabled. Same with
Flash: 100% enabled.
I can also answer the part he was curious about. We do a lot of
government and and a few DoD websites. Same numbers. If the military
is not requiring it, and federal sites are not requiring it, it may be
a myth, one more of the imaginary edge-case users that engineers are
always coding for.
