To responsibly scale down or up, people need to know the essence of
IA. When placed in a context, the essence manifested into something
that is both effective and efficient for that context. The result is
something that is scaled just right.

Without knowing the essence of IA, scaling down often means cutting
corners; scaling up often means adding bureaucracy. They compromise
effectiveness and efficiency.
