If it's left over, unnecessary, then it's not needed and should be
deleted.

The standard shouldn't be "if it doesn't hurt, then put it in." The
standard should be "if it isn't needed it should be deleted," or
"strip away until you break it. Then put the piece that broke it back
in and stop."
