Ah, no. Not that I'm aware of. I think Empolis bundles an editor with
their commercial topic map engine.

XMLSpy loaded with the XTM (the xml standard exchange format for topic
maps) DTD should work, though. Of course, you'd need something like
Ontopia's Omnigator to browse the resulting structure. It is
technically a web server, but a pretty easy install. :)

I've also used the LTM shorthand for my own experiments. YMMV.

I think topic maps are in a state not unlike HTML circa 1995. Ah, the
perils and prospects of early adoption...
