As I said in a previous post, this is wrong. For under 24/32-bit color
depths there are really only 22 truly web safe colors. Yes, that's 22. The
article cited by Candy Schwartz, for example, explains in excruciating
detail why:

So unless, you know your audience to be stuck with Paleolithic artifacts,
you may not want to waste time with optimization. If, however, picture
quality is not the main purpose of your site and the process of
*compression* can be automated, there may not be much harm in doing so as it
will cut down on file size and therefore bandwidth and transmission time.
AOL's braindead default compression is (was?) a bigger problem.
