You can set a browser to deal with different formats in various ways.
There's no 'standard' way; it's user-dependent.

So can .pdf and .doc.
'Everything-in-HTML' is more of a religious approach than a pragmatic one. I
don't think the reasons you cited *alone* would justify a conversion. It's
really project and audience dependent.
