Majority of those who answered said to stick to plain text email. But if the need to use HTML email, that is graphics + text + layout arises, some points are:
1. keep those page weight/page load considerations in mind; keep it below 50 KB if possible to allow rapid page loading, otherwise users on slower connections might have to wait long, and think the message's empty.
2. make sure that "HTML format emails should be created so that if a user views it offline it gracefully degrades. Usually, graphics in emails break because they are linked to servers and not contained in the email. At the very least, there should be some text for the user to get the idea of the email."
