SIGIA-L: Is there such a thing as a "cheap" CMS?

In these crunch times, clients all want a CMS to be able to update content (text
and images) themselves, but they don't want to pay. I've worked with/explored Ars
Digitia, Open Market, and Interwoven -- and all are hugely expensive. On the other
hand, I've also worked with in-house--built versions and they also have proved to
be disastrous. Anyone have any thoughts about good, inexpensive CMS solutions?
