There are several
Scholar's Aid:

Lite version is free. $94 and bulk discounts available. Windows
only. Includes two tools. The "Library" tool stores bibliographic
data (citations). The "Notes" tool stores quotes and excerpts,
which can be linked to the library tool. Import and export options
are customizable.
Biblioscape
http://www.biblioscape.com/
Three versions: Biblioscape, Biblioweb (a web version), and
BiblioExpress (the slimmed down free version). More expensive
than Scholar's Aid, but also with more features for group
use.
Then there is EndNote, which is usually cited as the main competitor
to ProCite. I think Biblioscape and Scholar's Aid can import EndNote
and Procite formats.
I'm looking into these and am looking closely at Scholar's Aid. It
seems similar to Biblioscape, but more flexible in areas important
to me (like importing and exporting), and cheaper.
