I would agree with Lynn and add that while most of the PMs I worked with
didn't have web dev experience many of them had MIS backgrounds with large
firms like TX Instruments, AT&T or Sprint. They helped develop estimates
and made sure that everyone could qualify any claims they made during
exploration.
