I don't know if you have taken a look at it, or if it would even meet your
needs,
but there is a language translation service, that can make on-the-fly
translation
of web screens and other documents in a multitude of languages. You may
want to
take a look at it as an alternative. The web address is:
www.worldlingo.com
They DO charge a small monthly fee, but it may very well be cost effective
for you.

We provide a default view of the page with some news content, but with a
fairly prominent log in/sign in area with some instructional text at the
top of page. We also provide a language option drop down on the page that
simply changes the language used navigation and common interaction elements
(like the sign in), but just for that session. A little duplicative, but
for users who have little English skill, it helps them start with the sign
and subscription tasks.

Thanks for the response. If you don't mind, I have a follow-up:
Does your login screen offer any navigation or text that offers assistance
(help with password, etc)? Or does it just provide the user the login and
password fields. I'm just curious as to how such text is handled if the
user
hasn't selected their language. I see the benefit of the IBM flow, but I'm
curious as to what is presented to the user the first time in a language
that may not be their own.
