What about much of the rest of the world where people often don't have their
own computers - they use Internet cafes and other shared computers? Three
consecutive users might have three different native languages. There would
need to be an easy and obvious way to reset the language.

Another strategy- The site can sense what language the browser is using and
present the login in that language (useful especially for incompatible
character sets). The old International Communications site did this but I
see
it has disappeared into its merged identity with Lionbridge. In any event
this
technique is invisible to the user so you might not know you were visiting a
site that was doing it.
