I agree with the 4 points below as a definition for wire frames and I
believe that is becoming a standard in the industry. It is important to
allow designers to feel engaged with a project and provide cross reviews
with the IA as it develops--rather than simly ask the designers to color in
the lines.
I have had success with this by encouraging formal cross reviews. Design
leads (such as art director role) must review and sign-off internally on
the IA. This provides them to participate in the process and ensures their
buy-in on the design. Many designers also contribute valuable ideas to the
IA process and the project can only benefit from having them more involved
throughout the process
