Often an RFP is deliberately vague, yes, to give the responding
company lots of room to demonstrate the sweep of their thinking
as well as some personality. I must say, though, that this one
is *awfully* high level. I never was able to connect to the
site, so tell me, was there more to the RFP doc than what you
quote below?

Usually a common part of the whole RFP dance is a space in the
timeline, prior to delivering the response to the RFP, for
asking detailed questions. Was there anything in the RFP
spelling out a procedure for this?

Given a request that uses language as vague as that you cited,
I'd strongly urge you to build a timeline for a thorough scoping
phase prior to elaboration and development, at the end of which
phase you'd be able to submit a timeline and proposed budget,
along with a more fleshed-out description of what would be
required to implement the solutions the client is looking for.

Once the RFP response has been submitted, then there can be a
period of days, weeks, sometimes months until you hear back,
though it's good to keep in touch in various ways.
