It's the "Background" page.
File -> Page Setup -> Page Properties Tab
Make your page with the Global Elements and save it as a "Background"
(option on the Page Properties Tab)
Then, insert your new page, and in the Page Properties tab, select the
name
of the Background page as the Background from the drop down.

In VISIO 2000 -
You can make an item on the page the way you want - then just drag that
item
(grouped) onto your stencil palette. It is now a master item that can be
dropped into any drawing. To edit the item select edit in the mini-menu
on
the stencil palette and this changes the mode - then double click the
item
to edit it. This worked for me but there may be an easier way to do iot
since I discovered this through trial and error.
