I wasn't asking what tool I should use, I'm well adept with the majority of
canvas applications.
 
Visio's strong points are the ability to create stencils, smaller file
sizes, export to HTML (for prototyping), and the ability to hyperlink
documents, and elements.
 
I have created stencils that include HTML form Items, frequent icons,
browser skins. Freehand and Illustrator can do this, but just time how long
it takes you to setup, and then use this feature.
 
Now why is Illustrator or Freehand better?

I wouldn't strongly suggest using Visio for any type of Wireframe layout.
You'd be better off using Illustrator or Freehand in that respect. But if
you must you can either insert an image on a bottom layer or import an image
into Visio's existing background images.

I'm in the process of creating some Wireframe Layouts in Visio.
 
Is their anyway to create a background image.
 
I want to use the current site's design, at least the parts that are not
changing. I find the less abstract the wireframes are the better non
designers can understand them.
