I don't think that's entirely true. It depends.

Like with all things you have to know your users. The type of users you have
should influence the features you give. And if flash is acceptable for your
users, then go ahead.

Also, Flash does have an incredible penetration (some say over 90% now).
Maybe not so long ago, but today, the chances that users will be able to see
a Flash element are big. A lot of people have flash these days that never
had to install it or knew it was a plug-in.

As far as wait goes, most flash graphics can be optimized to weigh little,
sometimes less than doing the same thing with gif and jpg files.

as with everything, research it, find out if flash can be viewed by your
users. If so, I don't see why you shouldn't use it wisely.
