It's the "Background" page.
File -> Page Setup -> Page Properties Tab
Make your page with the Global Elements and save it as a "Background"
(option on the Page Properties Tab)
Then, insert your new page, and in the Page Properties tab, select the name
of the Background page as the Background from the drop down.

This may be pretty basic to most of you guys, but I am having a tough time
figuring this thing out. We are delivering over twenty "page architectures"
for a client that is constantly requesting changes to the layout. Many of
these requests entail global changes to all of the 'architectures' (header,
main nav, etc.). I would like to make a stencil that contains these global
elements so that I can make a change once to the 'master' stencil and have
the changes reflected in all of the documents.
I am sure this is possible, but not sure how to do it. Can anyone help me
out?
