I'm working on a very large site which will be both translated and localized
for several languages and countries. IOW, you can view localized France
content in German, English, Spanish, etc. We feel like the best choice is
to allow the user to choose a country first, default to the local language,
and allow the user to translate that content into another language. This
allows us to place localized content wherever we want it, mixed in with
non-local, corporate-controlled "worldwide" content. We could phase in the
languages that are available on country-specific sites: e.g. Phase 1 is
local language, Phase 2 adds English, Phase 3 adds other languages.

For example, see Intel, 3M, Mercedes-Benz--at each, you choose a Country and
see localized content for that country, often with the option to translate
the pages into English

The client, though, insists that only the _language_ be offered as an
initial choice, and that the choice to view location-specific content only
appear as needed--i.e. the user would be viewing the site in French, but be
asked only when appropriate; for example, when they want regional events
listings. The eventual, admirable, goal is to have localized content for
any country available in as many languages as possible. I'm concerned that

Can anyone point me to large international sites where your initial choice
is "choose a language" not "choose a country?"
