Semio Tagger is a tool for browsing the contents (not just metadata) of a
portal and then tagging the pages to ensure better hit results. It appears
to let a human determine the taxonomy.

"Semio Taxonomy combines the automation benefits of keyword searching with
the superior functionality of browsing document collections by automatically
building customized browseable taxonomies, i.e hierarchical structures of
categories."
