There is a company that has been publishing US case law books for many
years, numbering the cases. Like many specialized and expensive-to-publish
reference books, there was little-to-no competition. As a result, many
courts will accept case citations only if identified with their numbers.
Now the courts have discovered that a commercial enterprise owns the
organization of their information and nobody but that company can put
together a case law database that anyone could actually use.
